Rather than going through training because staff are required to, they must have a positive attitude in doing so. You as the employer must help workers understand the importance of correct training. Let them understand that they could kill or injure not just themselves, but other individuals, if they make mistakes. It is up to you to ensure that your employees undertake training seriously.
